Statement by the Embassy of the Islamic Republic of Afghanistan in Rome in Response to H.E. Luigi Di Maio, Foreign Minister of the Ministry of Foreign Affairs and International Cooperation of Italy’s Yesterday Remarks on the Situation in Afghanistan.

Embassy of the Islamic Republic of Afghanistan in Rome welcomes yesterday’s statement of H.E. Luigi Di Maio, Foreign Minister of the Ministry of Foreign Affairs and International Cooperation of Italy on the recent incidents in Afghanistan, and appreciates the principled position of the friendly country of Italy in not recognizing the so-called government of the Taliban in Afghanistan.

The Government of the Islamic Republic of Afghanistan has raised with the international community the grave concerns of the Government and citizens of Afghanistan over the Taliban's failure to uphold their commitments in forming an inclusive government, protecting human rights – including of children, women, and minorities – providing unhindered access for the United Nations and other agencies to provide humanitarian assistance, and to prevent Afghanistan’s territory from being used to threaten or attack any country or to shelter or train or finance terrorists.

The Embassy of the Islamic Republic of Afghanistan firmly believes that the continuation of the Taliban's brutal acts in collusion with regional and international terrorists will not only lead to a humanitarian catastrophe in Afghanistan, but will also exacerbate violent extremism and incite terrorists in the region posing a serious and irreparable threat to the collective security of the region and the world.

Thus, the Government of the Islamic Republic of Afghanistan place great emphasis on the important role of Italy on Afghanistan issues and call for continued cooperation between the two countries to realize our common national and international interests. At the same time, the Government want to strengthen the common understanding of the situation and the effectiveness of cooperation between the two countries by seeking Italy’s further support and assistance with the people of Afghanistan.

Statement of the Ministry of the Foreign Affairs of the Islamic Republic of Afghanistan Regarding the Announcement of the Taliban’s so-called Cabinet

The Islamic Republic of Afghanistan - which emanates from the free will of the people and epitomizes the vision and aspirations of millions of citizens who made the ultimate sacrifice for the cause of sovereignty, freedom, and independence of their country – condemns the announcement by the Taliban of its so-called cabinet as illegitimate and unjustifiable.

The decision goes against the will of the absolute majority of the people of Afghanistan, international agreements, relevant United Nations Security Council and Human Rights Council resolutions, and undermines the national interests of Afghanistan, including security, stability and prosperity of the country and its people.

The announcement of the so-called Taliban cabinet will result in undermining Afghanistan’s political, ethnic, and social diversity, lead to increased tensions and also undermine the prospect of a comprehensive and lasting peace in the country. Moreover, it goes without saying that the Taliban have once again reaffirmed their blatant disregard and violation of the fundamental rights and important role of Afghan women and other segments of the society.

The Islamic Republic of Afghanistan, as enshrined in Afghanistan’s Constitution, as the supreme law of the land, and manifested in the tri-colored flag is cherished amongst all Afghans inside and outside the country and is flying at all Afghan diplomatic missions.  The constitution serves as the main source of legitimacy for upholding and advancing the national interest, territorial integrity, sovereignty, Islamic values and independence of Afghanistan.

On the contrary, the announcement of the so-called Taliban cabinet is comprised of individuals who not only are against the national security and stability of Afghanistan but who also pose a serious threat to the security and stability of the region and global community at large. 

All diplomatic missions of the Islamic Republic of Afghanistan will continue their normal functions and duties based on the constitution of the Islamic Republic of Afghanistan.

Please be informed that the consulate section of the Embassy of the Islamic Republic of Afghanistan in Rome, from now on will provide services on Fridays as well. Therefore, the new working hours for the consulate section of this Mission will be 9:00 AM to 2:00 PM from Monday to Friday. Furthermore, to ease the submission process for our clients, the consulate section will soon be activating an online appointment system.

On August 23rd, H.E. Khaled Ahmad Zekriya, Ambassador of the Islamic Republic of Afghanistan to Rome – Italy, hosted Mr. Matteo Salvini, former Deputy Prime Minister of Italy, current Senator and Leader of the Liga Party, for a working breakfast at the Embassy.
During the meeting, the two affirmed the establishment of an inclusive interim government in Afghanistan and considered wielding absolute power by a single group in the country as a long-term threat to the security of Afghanistan and the region. They also emphasized the need to preserve the last two decades’ democratic values and achievements, such as the protection of human rights, women & girls’ rights, minorities’ rights, freedom of speech, and an electoral system in which the country’s leader is elected by the people, not through the Emirate’s organizational structure. Ambassador and Mr. Salvini agreed that recognition of the post interim government must be based upon including these values in the possible new constitution as well as upon their implementation under the supervision of the international community.
In addition, Mr. Salvini pledged to support the Afghan people and expressed his commitment to cooperate with the immediate evacuation of those Afghan civil servants, diplomats and security personnel who are under serious threat in the country.

Please be informed that after receiving instructions from the Ministry of Foreign Affairs of the Islamic Republic of Afghanistan and coordination with the Government of the Italian Republic to prevent possible security threats to this Mission, services of the Embassy and its consulate section will be resumed from Monday, August 23, 2021.

On July 15th, Ambassador and Permanent Representative of the Islamic Republic of Afghanistan to Rome – Italy, H.E. Khaled Ahmad Zekriya, presented his Letter of Credence to Ms. Jean Beagle, Director-General of International Development Law Organization (IDLO).
During the meeting, the two emphasized on enhancing relations between this organization and the Afghanistan Embassy in Rome, and discussed the ongoing projects and further cooperation.
It is noteworthy that IDLO has carried out significant activities in justice and legal reform sectors in Afghanistan since 2001, and the country has been a Member Party since 2012.

Please be informed that the Embassy of the Islamic Republic of Afghanistan and its consulate section in Rome, will be closed from July 19th, until July 23rd, 2021, due to the day of Arafat & the Eid ul-Adha.

H.E Khaled Ahmad Zekriya, Ambassador of the Islamic Republic of Afghanistan in Rome - Italy, met with H.E. Anna Maria Anders, Ambassador of the Republic of Poland to Rome.
The two discussed the latest updates on the Afghan Peace Process, the government and people of Afghanistan desired 'End State' in the talks, and issues of mutual cooperation between the two embassies here in Rome.
H.E. Ambassador Khaled Ahmad Zekriya, met with Ambassador of Australia to Rome, H.E. Margaret Twomey.
At first, Ambassador Zekriya expressed Afghanistan’s appreciation for Australia’s assistance in fighting terrorism and combating Covid – 19, and subsequently the two sides discussed future cooperation of the two missions here in Rome and further coordination in the activities of RBAs.

On June 28, 2021, Khaled Ahmad Zekriya, Ambassador of the Islamic Republic of Afghanistan to Rome-Italy and his accompanying delegation attended the meeting of the Global Coalition to Defeat Daesh. At the meeting, hosted by the Italian Republic in Rome and attended by senior representatives from more than 80 countries, the coalition members reaffirmed their commitment to defeat Daesh threat in the world and emphasized the need for stabilization in the affected (liberated) areas.
